ANOSR: Double grants and free transportation for Romanian students

Following the request from the National Alliance of Student Organizations in Romania (ANOSR), the Romanian Government adopted an emergency ordinance according to which the student scholarships fund is increased by 142,16%. Also, according to the same ordinance, students will benefit from free transportation by all types of trains.

ANOSR is the only structure in Romania that has consistently campaigned for the increase of the education budget and for student rights and facilities. This scholarship fund increase based on ANOSR’s proposals is, in this regard, the exact amount requested by students. Also, ANOSR was the first structure, since one year ago, that got onto the public agenda the issue regarding facilities for students travelling by train.

The National Alliance of Student Organizations in Romania (ANOSR) salutes the decision of the Romanian Government and hopes to find reflected in the state budget law for 2017 an increase of 142.16% in the scholarship fund, which means more than 49.78 million Euro for scholarships. So, after the Law on State Budget for 2017 will be adopted, all state universities in Romania should increase the amount of scholarships awarded or grant a greater number of scholarships.

To ensure an equitable education system, ANOSR requested the Romanian Government to amend the decision regarding the general criteria for scholarships and other forms of support for students from public education. Thus, ANOSR proposed that at least 30% of the total fund for scholarships to be allocated based on social criteria. Students from a disadvantaged background should be provided with meals and accommodation free of charge. Also, there should be a clear and unified national framework for how scholarships are being granted. ANOSR submitted a proposal in this regard to the Ministry of Education since July 2016.
