Resolution BM70: German Federal Constitutional Court about Quality Assurance

As of 17th March, the German Federal Constitutional Court decided the actual implementation of the German Quality Assurance System contradicts the constitution and therefore changes have to be made till end of 2017. Nevertheless, the German Federal Constitutional Court remarks through the whole report, that Quality Assurance is a fundamental element of the higher education system.
The European Students demand a more democratic QA system approach in Germany. Quality education needs to be defined by the academic community with students as equal partners. ESU welcomes that quality assurance has to be built on laws to guarantee public responsibility, since education is a public good and not a product. The current implemented system leaves too much power to private organized agencies and fosters an emerging profit-based market for evaluations.
