Resolution on Addressing Unresolved Student Rights in Slovenia

In November 2025, the Slovenian Parliament unanimously adopted an omnibus law named ZUPŠ‑2 (Law on Regulating the position of Students), which is a comprehensive law that focuses on strengthening students’ rights and therefore improving their social conditions. This achievement was seen as a major step forward in regulating student rights in Slovenia. The law, which is already the third form of this legal document, written and presented by ŠOS, brought tangible progress in areas such as student work, meal subsidies, scholarships, and support for student-parents. These achievements followed years of coordinated student advocacy, particularly through the nationally recognized campaign “Kaj pa mi?” (What about us?), which engaged thousands of students across Slovenia.

However, ZUPŠ‑2 failed to address several core demands consistently raised by student representatives, due to political resistance, inter-ministerial disagreement, and a lack of long-term commitment to student social rights. These unresolved issues continue to impact the quality of student life, access to education, and personal well-being.

Therefore, ESU calls upon the Slovenian government and relevant institutions to resolve the following unresolved areas:

  • Public Transport: Introduce accessible, affordable, or free public transport for all students as a fundamental precondition for access to higher education and student mobility.
  • Health Insurance and Access to Student Health Services: Ensure universal public health insurance coverage based on student status, regardless of employment or family income, and guarantee full access to public student health institutions, including primary care, mental health support, and reproductive health services, without financial or bureaucratic barriers.
  • Safe and Accessible Student Housing: Guarantee adequate, safe, and affordable student housing, including: mandatory fire, structural, and seismic safety compliance,
    increased capacity in public dormitories, transparent quality inspections and reporting mechanisms.

Further, ESU:

  • Supports ŠOS in preparing a comprehensive proposal of remaining student-rights priorities, to be addressed through future legislative and policy actions.
  • Calls on national and European institutions to treat student welfare holistically, integrating mobility, housing, and health as core pillars of educational access.
  • Encourages other national unions of students to adopt similar monitoring and advocacy models, ensuring student voices directly shape social policy frameworks.
